New OMP reimbursement pathway in Czechia based on ORPH-VAL recommendations

A new study published in International Journal of Technology Assessment in Health Care presents the recent adoption of a new reimbursement pathway for orphan medicinal products (OMPs) in Czechia following recommendations from the European working group for value assessment and funding processes in rare diseases (ORPH-VAL).

Throughout recent years, Czechia has struggled with the availability of OMPs. Despite 185 being registered with the EMA from 2015-2021, only 59 percent of those were actually available to Czech patients. Further, only 29 percent were officially reimbursed, indicating significant challenges of accessibility and affordability for many drugs which were technically available.

In response to these difficulties, updated legislation was put in place creating a special status for OMP reimbursement. The new pathway contains strict timelines and a clearly-defined methodology and is significantly more rigorous than the previous process.

This represents a real-world application of the ORPH-VAL recommendations in order to bring the Czech procedure in line with current best practices. The new approach is expected to significantly improve both the availability and accessibility of OMPs for people living with rare diseases in Czechia. The methodology outlined in the article can also serve as a guide for other countries looking to strengthen their own strategies for the pricing and reimbursement of OMPs. In particular, the authors draw on their findings to recommend incorporating a value-based, in order to capture a wide range of relevant factors and preserve transparent and holistic decision-making.
